Using The MPQ2019A-40

I need to use the protection features in a new design.
The MPQ2019A device needs to regulate to a 22V output.
The 22V output must charge 6000uF backup capacitors before regulating.
I have series resistor Rs between the Power Supply and the MPQ2019A device.
Would the protection features of the MPQ2019A device make this work?

I have a 28V supply and need to create a 22V output to charge some 25V capacitors when power is applied. After the capacitors are charged about 180mA of current will be required. I can have a small series resistor, about 10 ohms on the input to the device. Iam hoping that the following will occurr:
(1) The output will follow the input voltage until 22.6V regulation point is reached.
(2) The output will now regulate to 22V and supply the 180mA load current.
(3) Temprate protection will operate if necessary whilst the capacitors are being charged.
(4) It should not operate after the capacitors are charged.
(5) During regulation there will be 1.8W power dissipation shared between resistor and the device.
(6) The series resistor and device will share the 1.8W power dissipation.

Would this work or have I missed something?
