Hello, having a VDC adapter is fine over having a solar panel in this case, so long as your DC input is between 10V and 36V at 3A for the EVB.
Also, for deeply discharged batteries, this IC should also be able to do the job. You can refer to the MP2759 datasheet for charging currents, threshold charging voltages, and more. For the EVB, see the adjustable battery charge regulation voltage settings as you can charge 1 to 6 of your batteries up to a range of 3.6V to 4.4V.

This is unrelated to this EVB but do you have something in a higher current rating?
Or SM Bus or I2C base charge controller
I can give you an accurate answer to this question based off of how many cells you are using.
For this application, are you using the full 6 cells?
As an offhand suggestion, I can recommend the following battery chargers with higher currents. Note that they have different operating voltages and cell counts, but they all will have I2C capabilities:
