Regarding MPM3695GPJ-20-xxxx, our requirement is Vin = 12V and Vout = 0.75V. Based on datasheet, the minimum on-time is typically 50ns.
We want to make sure it is ok to set switching frequency as 1MHz based on the Vin and Vout requirement.

Correct, the minimum on-time for this part is typically 50ns as per datasheet (page 7) under following assumptions:
Vin = 12V
Vout = 0.6V
Fs = 1MHz

The 50ns on-time corresponds to a minimum of 5% duty cycle (D = ton*Fs).
For your application, (12Vin and 0.75Vout) the part will need to operate at a Duty Cycle of 6.25% (D = Vout/Vin), which is higher than the part’s minimum value. Therefore, 1MHz switching frequency works fine.
