I consider to use MPM3695-25(Dual Phase) without Virtual Bench PRO.
In this case, Can I write to program to command?
It will be written in FPGA (LinuxOS) or PC(without GUI).
Is there anything else I should be aware of?

Yes you can write and read to the devices, keeping in mind the protocol in the data sheet for the PMBus commands and I2C. The dual phase configuration will have both devices’ SCL, SDA tied together. All communications will be with both devices.
