I am looking at putting an MPM3695 into an existing design and do not want to connect a PMBus to it.
Are all the register default values such that I can set the output value with a resistor divider, pull CTRL high and the module will operate within the specified electical characteristics?

Yes, all the registers are configured by default and you can change the feedback resistors to alter the output voltage.
