Is the minimum IN under-voltage lockout (IN_uvlo) threshold for this IC fixed at 3.3V, or is it dependent on operating conditions? If it is fixed can you recommend a different solution for my design? I need a battery charging IC to handle a varying input voltage between 0.3V to 2.2V and up to 1A. Thank you.

Yes, the Vin_UVLO threshold is fixed on the MP2759 and most other MPS devices.
For battery chargers, MPS input voltages are limited to a minimum of 2.5V. There are some cases where UVLO is 1.7 V - 2.2 V minimum, such as the MP2631.
Unfortunately, MPS does not carry chargers with your desired input voltage range.
