MP2639A ic not working

i am trying to charge and discharge a 7.4V 2s battery with MP2639A using this Design in the added image

MP2639A ic is not charging or discharging the battery when changing the mode of MODE pin high and low !

is this design right ?!
if not where is the problem ?
