I have a MP2624 charger. If I connect it to and USB connector where only power lines (5v,gnd) are present, the maximum charging current is regulated from the usb power wall adapter? Or charing current is limited to 100 mA, since data lines are floating?

Who knows? That is up to the thing you are plugging into. Likely the cheaper it is the more likely you will just have 5V and rated current with nothing fancy inside. If you are talking USB2.0 spec available online at the USB implementers site then yes I think you are stuck at 100mA
It seems it does not charge over 100 mA without data lines.
So you can add some resistors to the D+ D- lines to simulate a valid USB connection, that might help. Bing it. Have you tried more than one adapter
