MP2615 can't charge the 2 li-ion 18650 battery

Hi, I have a question about my latest circuit. I tried to use the MP2615 to charge 2 18650 batteries with the S-82A2AA-A8T2U primary protection chip to prevent overcharging and overdischarging.

Right now, I have a problem with the connection 2 battery for the first power on time; it can’t charge the battery, and the VBAT-=-4.7V and VM-=-0.6V, the S-82A2AA-A8T2U chip OD mosfet discharging controller is low, which can’t make the VBAT-connect to GND to initialize the work.

I looked at the S-82A2AA chip, and it said, “Caution: After the battery is connected, discharging may not be carried out. In this case, this IC returns to the
normal status by connecting a charger,” but I connected the charger and am still not able to work.

So, can you help me figure out what the error is?

The MP2615 does have inherent protection against over charging, or depleted battery. Was there a specific requirement for using the battery protector?

Confirm how the FET drivers operate on S-8282 device.

Best,
Nouman
