I have a MP2303 design issue. I want to set out volt for 23V and my Input is 24V.
how to setup Res rate ? is it any problem ?

MP2303 is not recommended for new designs, its an NRFND listed product.
Typically, you need to consider the low dropout mode operation of the device for such close VIN and VOUT values. The duty cycle is nearly 96%.
The MP2303 device supports and is rated for 90% duty cycle max.
