is it possible to run the MP3213 with an output voltage of 23.5V-24V? The datasheet mentions a recommended output voltage of 22V. The current is quite low: ~40mA.

MP3213 is not recommended to run at any voltage greater than 22V. Please follow the part recommended operating conditions on page 2 of the datasheet, where it states the range for Vout is 3V to 22V.
