Is Constant Current(CC) and Constant Voltage(CV) is controlled by the IC HR1211

Is the CC and CV mode is controlled by the IC HR1211 or the TL431 shunt regulator.

Generally speaking, the controller should be what controls the operation mode; either CC or CV. The HR1211 is an AC-DC controller that combines PFC and LLC in one package and it should be the one controlling the operation mode.
