Can I use the MPM3695GRF-25-0022 with the PMBUS?

Hello, looking at the datasheet for the MPM3695GRF-25-0022 it appears to me that I can set the output voltage without using the PMBUS is this correct? I don’t want to use the PMBUS can I just leave the I2C pins floating?

Yes, you can set the device digital parameters via I2C, and yes, you can leave floating or connect to gnd.
