About the missing solder pastes for some pins (MPM3695-25)

Hi,
I downloaded the footprint of MPM3695-25 from the site, and found there are no solder paste for pin 58 and pin 59. Is it designed like this?

BTW: There are also missing solder paste for some pins of MPM3620.
