I am designing in an MP2617H and want to clarify the function of the EN pin. It appears to me that EN false will turn off the output AND will prevent the battery from being charged. If I need to charge the battery while the load is switched off it looks as though I will need an external power switch to isolate the load. Please can you confirm this?

Yes, the EN pin will turn off the output AND prevent the battery from being charged. However, the charger is ENABLED when driven LOW. To turn off the charge, put HIGH in the EN pin. In addition, due to smart power path management, It will not be necessary to have have an external power switch. If your load is off/drawing little to no current, then the battery will be charged.
